Approve a Pending user

Pending users can browse the NVIS site but they cannot create enrollments or courses until they are approved and assigned to their correct role at the correct districts and schools.
If you are unsure about whether or not a given user should or shouldn't be approved, please leave them as "Pending".
Most users should have a school district, university, or other familiar email domain. If the user is using a generic email such as @gmail or @yahoo, please leave them as "Pending" unless you know them specifically.
