Transfer Personnel Account is now Request Privileges

This has changed with the June 15th release.  The transfer process has been updated.

The status on the Personnel Information tab allows the user to access the system.  This must be active for them to log in.  Remove should only be used on this screen if the person will no longer be using SRS.

The user can request the privileges from the current account.  The new school can then confirm, add or remove privileges under the Privileges List.

The prior school can go into the Privileges List and remove if they are no longer serving that school.
