798: Warning Student Is Age 3 With a Program Code of Part C and No Part C Transition Delay Reason

Federal OSEP reporting requires a reason why a Part C student has not transitioned into Part B once they have reached their 3rd birthday. Please add a Part C Transition Delay Reason to the student's SPED record. This data will be used for ILCD indicators.

This was indicated in the Annual Transition Notice beginning in the 2023-2024 reporting.  A child that turns 3 before August 31st of the school year will have an error.  Additional errors will be occurring as the kiddos turn 3 during the school year.  This can be fixed with override option in the SRS ADVISER report.
